Workforce Solutions Top Acquirers

Strategic M&A in Workforce Solutions remained active through 2025, as buyers across the sector moved to broaden their coverage and add specialist capabilities. Goldenhill's 2025 list features 12 of the most active Workforce Solutions acquirers, reflecting deal activity across commercial staffing, healthcare staffing, payrolling and compliance, and executive search.

The 2025 list divides evenly between North America and Europe. Six buyers are US-headquartered, with the remaining six spread across Europe: the UK (Tatton Recruitment Group), France (Groupe Alixio), the Netherlands (MatchWorks, Dutch Staffing Group), Germany (hiOffice) and Finland (bondata). The even split across the two regions reflects the maturity of Workforce Solutions M&A on both sides of the Atlantic.

Ownership is varied. Mercer is a wholly owned subsidiary of Marsh McLennan, one of the world’s largest professional services groups. Several others are PE-backed consolidators, including OneDigital and ZRG Partners. The remainder are privately held, spanning specialist staffing groups and founder-led businesses building out regional and sector coverage.
