Compliance Isn’t a Cost Centre Anymore — It’s FinTech’s Most Acquired Category

Compliance just became FinTech’s biggest deal category — and buyers aren’t building, they’re buying.
RegTech accounted for 16% of all FinTech M&A in H1 2026 — 32 deals, up from 6% in H2 2025. It’s now bigger than Payments, which slipped from 28% to 15%.
The driver is regulatory timing. The EU AI Act’s high-risk obligations land in August 2026, covering credit scoring and insurance pricing. DORA already requires firms to document technology and supplier risk. AMLA’s single anti-money-laundering rulebook applies across all 27 EU states from July 2027.
Buyers are responding by acquiring controls that are proven to work in production — not software that simply forwards a compliance task without confirming it was actually completed. Synctera bought Cable to test whether its compliance checks actually function. TransUnion bought Buró de Crédito to own Mexican credit and identity data outright. KPMG bought PrivateBlok; Microsoft bought Fintool — both professional services and software vendors, not banks. Banks are building the agentic layer themselves.
